The council is made up of eleven members, eight of whom are elected to two-year terms by the parish at large. The remaining three members are appointed by the Pastor to one-year terms. One of the three appointed members is a youth delegate who is between the ages of 14 and 18. To assure representation by a cross-section of the parish, four of the elected members are over 40 years of age, and four members are 40 and younger as of the date they are first elected.
Officers are elected from among the members of the Council and serve for one-year terms.
